createQuietHoursRule method

JsonMap createQuietHoursRule(
  1. String userId,
  2. JsonMap body
)

Adds a rule of userId from a QuietHoursRuleInput body and appends the complete list in quiet_hours.updated (createQuietHoursRule, 13 3.4). Throws 400 validation_failed for weekdays outside 1 to 127 or a time that is not HH:MM.
