notify method

Decides the hints of the message messageId (13 2) and delivers them (13 4.6, 6.3); returns the hints created by this call, which notifications also records.

No hint for silent messages, origin import or system, or message kind run or system. Candidates are the active people (not agents) who see the channel, never the author: dm in a DM channel and mention for a mentioned person need mentions or all, message needs all. Each hint goes as the ephemeral notification.created with the preview of the recipient's notify.preview_mode (13 6.4) to the live connections of the recipient's active devices (connectedDevices); a recipient without one gets nothing. Both kinds of refusal land in notificationSkips. Simplified: no runs, no bundling (count is 1), no pushes. Throws an ArgumentError for an unknown message.
