putNotificationPref method

Sets the level of userId on targetKind targetId from a NotificationPreferencePut body and appends notification_pref.updated (putNotificationPreference, 13 3.1).

A write that changes nothing keeps the version and appends nothing. Throws FakeProblem: 404 for a target the person cannot read (or of another kind), 409 conflict with target_archived for an archived target, 400 validation_failed for a level outside the list.
