): TokenVerdict
Compares the claims with the runtime's actual state (points 8 and 10 only).

The adapter asks again at start time, after prepare, with this function.
Parameters
- claims: Pick<InvocationClaims, "billingMode" | "toolClass">
  The verified claims (their billing mode and tool class).
- actual: Actual
  The actual billing mode and tool class.
Returns TokenVerdict
valid, billing_mode_mismatch (also for unknown or an empty mode) or tool_class_mismatch (also for a tool class this SDK does not know).
